在中国由传统社会走向现代社会的过程中,人们的物质生活发生了翻天覆地的变化。近年来的经济市场化和彻底的商品化打破了人们原有的生活基础和背景体制,人们的精神要求也发生了改变,人们越来越积极主动参与公共管理,要求公正的呼声越来越高。本文首先论述公正的概念、内涵,继而讨论了公共管理制度创新的必要性,认为公正应被视为公共管理制度创新的首要价值,提出了其作为首要价值的必要性及重大的现实意义。

During the period of transformation from Chinese traditional society to the modern society, great changes have taken place in people＇s material life. In recent years, marketing economy and thorough commercialization broke down the original life basis and background system, which brought changes to spiritual requests. People have begun to take increasingly active part in public administration. The call for justice is greatly rising. The paper firstly discusses what the term ＂justice＂ means and then the necessity of the innovation of public administration systems.
