To promote valuation with bill of quantity is the requirement of deepening construction costing reformation, and also the requirement of development of market economy. This paper analyzed how to effectively control the construction cost by valuation with bill of quantity, and pt forward measures and suggestions for cost control during the stages of bidding, contracting, building and completing.
