青海省土地利用总体规划实施存在的问题与措施

Discussion on Measures for Dealing with the Problems Emerging from the Implementation of Master Plan of Land Utilization in Qinghai Province

土地利用总体规划编制实施过程中存在的问题是规划的权威性不强、缺乏科学性、可操作性差、规划实施随意性大。这些问题,使规划既缺乏弹性,又缺乏强制性,难以发挥效力。从国家土地利用规划编制实施的法律规定,从法律、法规、行政管理、技术和经济手段等方面看青海省土地利用总体规划的实施,应采取强有力的法规措施、行政管理措施、经济措施和技术措施。

The paper first analyzes the problems concerning master plan of land utilization,these include: the authority of the plan has no great effects,and it is deficient in scientificalness and difficult to operate;the implementation is short of uniformity and authority.Due to these problems,the plan is lack of both flexibility and mandatory;and as a result,the plan doesn't give full play to its virtue.Therefore,the paper points out that the implementation of Qinghai master plan of land utilization should take vigorous regulations,administrative management,economic and technical measures.
