行政审批广泛存在于各级政府的日常办公活动中,但是对于这方面的研究和设计工作往往缺乏形式化的模型支持.本文首先对行政审批进行分析和研究,并针对一般行政审批过程建立数学模型,得出行政审批过程可以用有限状态机表示的结论,然后建立相应模型并进行论述,最后结合实例对模型进行表示.

Firstly, the paper investigatos Administration Examine ＆ Approve Business and then constructs the common Administration Examine ＆ Approve Process Model. we can conclude that Adminis-tration Examine ＆ Approve can be represented by FSM and it can construct the corresponding model. Finally, combining with the instance, the paper represents the model.
