HSDPA is the new technology in WCDMA 3GPP Release-5. Radio resource management strategies is one of the main factors that affect the performance of HSDPA system. In this article, the properties of radio resource management （ RRM）, like power and code allocation, scheduling algorithms and handoff procedure, especially their difference between HSDPA and 3GPP TS Release-99 are introduced.
