我国部分地区土地基本生活保障向社会保险过渡的实践——公共财政建设过程中的农村社会保险制度建设

On the Experimentation for Farmers from Land-based Life Security to Social Insurance in China

中国的城镇化进程在加快,与之对应的征地过程中失地农民的社会保障问题十分严峻。经济发达地区为了解决征地过程中失地农民的社会保险问题,出台了一些政策,这些政策对探索我国农村社会保障体制建设有重要的参考意义。该文对浙江、江苏、广东、四川等发达地区的经验进行了总结,归纳出了一些比较重要的问题,这些问题是解决失地农民社会保障问题必须要考虑的内容。文章在最后对目前征地过程中失地农民的社会保障政策存在的问题进行了分析。

With the speedy urbanization, a lot of farmers have to leave cultivated land to non-agricultural production fields. It is very important and difficult to deal with the social security issues of farmers who lost land, which lead some areas to do some experimentation. The paper summarizes the experience from Zhejiang, Jiangsu, Guangdong, and Sichuan provinces. And finally it analyzes the problems to be solved.
