农村土地流转中的现存问题及其制度完善

土地问题是解决“三农”问题的核心和基础,在我国全面建设社会主义新农村的新阶段,最重要的是在稳定家庭承包责任制的前提下,推动农村土地流转制度的改革和完善,促进农业发展。现阶段我国的农村土地流转基本上还处在一种无序状态,在实践中还存在许多问题。我们要在坚持“依法、自愿、有偿”流转土地承包经营权的基础上,从加强土地流转的规范管理、建立市场中介组织等多方面完善我国的农村土地流转制度。

The problem of land is the key to solving ＂three problems about countryside＂. In today＇s building of the socialist new countryside, it is very important to promote the system of land roaming in countryside. But now we have not enough law on the land roaming. We must insist on the principle of ＂abiding by law, being voluntary and getting paid in land roaming＂ and strengthen the management, the establishment of market medium and so on.
