城市管理综合执法是近几年兴起的一种新的执法方式,综合执法机关集多家处罚权于一身,解决了实践中重复执法和交叉执法等一些问题。然而综合执法在执法手段、执法环境、监督机制等方面又不断涌现出一些弊端,与当前中央倡导的构建“和谐社会”的精神相悖,应当从严格执法、优化执法环境、健全监督体制等多个方面加以改革。

But it still has some problem in means, law-enforcing environment , supervision mechanism etc,and run counter to the spirit of the ＂harmo- nious society＂ of construction which the central authorities advocate at present, we should improve it in execute the law, optimize law- enforcing environment strictly, sound to supervise the system.
