Invigorating China Through Science and Education and the Development of the Scientific and Tecnical Talent

论述了科教兴国的实质是人才兴国，实施科教兴国，转变经济增长方式必须由一般的人才资源开发转为注重整体性的人才资源开发，并针对当前我国人才资源开发中所存在的问题，提出了相应对策。

It is discussed in the paper that the nature of invigorating the Country through S. &. E. is invigorating the Country through talent.In implementing the strategy of invigorating China through S. &. E. and changing the mode in economic increase,the development of general talent resource have to be changed into paying attention to the development of integrated talent resource. The authorhas raised related countermeasures to resolve the problem in the development of talent resource at present in China.
