摘要
自20世纪80年代中期以来,我国的教育政策无论在数量还是在质量上都有很大的发展,但是,这种发展呈现出较大的波动性和非连续性,这种现象在一定程度上反映了政府意志的方向,以及控制教育改革与发展的力度的大小。本文把教育政策作为一种非常重要和独特的资源,通过教育政策的统计分析,研究了教育政策的类型、层次、性质等问题,并从数量的变化中反映教育发展的规律和内在机理,并对教育政策的发展方向进行预测。
Chinese education policy has grown in both quantity and quality since the mid-1980s. This pattern of progress is fluctuant and discontinuous, and the changes reflect the direction of the official thinking concerning the degree of government control over educational reform and development. This paper regards educational policy as a very important and unique resource, and uses statistical analysis to examine the category, level and character of educational policy. The goal is to investigate the rules and inner mechanism of education development through quantitative changes, and predict the future direction of educational policy.
