对我军军区总医院现状与发展的思考

Thinking about Current Situation and Development of Military Area General Hospital

分析了目前军区总医院发展的优势因素,提出了当前军区总医院所承担任务、保障范围与医院实际保障能力的不适应,军队医院技术人员队伍的不稳定性与医院长期建设和持续发展的不适应,军费供应的特定保障机制与军队医院实际承担任务的需求的不适应,平时卫勤保障阶梯形式的存在与实际运行过程中难以落实的不适应,和平时期按照市场经济规律运作模式与高科技战争的卫勤需要不适应。并就医院编制、卫生联勤、补偿机制、人事制度、卫生战备等同题进行了探讨。

The favorable factors of the development of the military ared general hospital were analyzed. The following difficulties pointed out included inconsistency between the service ability of hospital and its designated working load, inconsistency between the unstable states of professional staff and the long-term development of the hospital, inconsistency between the supplying mechanism and the medical service provided by the hospital;inconsistency between the medical evacuation and the actual condition, and inconsistency between the market reform and the medical support of the requirement of high techrigue war. Establishment of hospital, combined service force ,compensation mechanism,human resource and war preparedness of medical service were also studied.
