在循环经济推进的过程中,政府在行政权力、经济调控、法律法规保障、“环境外交”等方面发挥着重要作用。除政府的引导和导向外,还应采取宏观调控、完善法律法规保障体系、加强科学技术支撑作用、加大环保资金投入力度、推动公众参与等措施。

Government is playing a leading role in administration, economic control, legislation and environmental diplomacy when pushing cycling economy in China. Further actions, which include economic control at macro level, legislation improvements, strengthening support from science and technology, increasing financial investments, and promoting public participation, should be taken besides government＇s guidance.
