An Academic Monograph with Original Ideas——Brief Comment on Niu Haizhen's Study on the Policies towards Nationalities in Northwest in the Qing Dynasty

《清代西北边疆地区民族政策研究》的重要价值在于作者对清朝政府所实行的民族政策既进行了分门别类的考究,又对其内在延续性和规律作了质性的评价,对一些问题的看法新意迭出。在研究方法上,本书力图将民族学和社会学的理论运用到自己的研究主题中,尤其是对民族政策学的探讨,有一定的前瞻性。本书不足之处在于对西北各区域的研究存在不平衡性,对一些重要的政策(如土司制度)没有深入的探讨。

The book Study on the Policies towards Nationalities in Northwest in the Qing Dynasty by professor Niu Haizhen has great effect on the furth reach of the Qing Dynasty Nationality Policies. The work is highly creative both in theory and reality. The value of this book mainly lies jn the fact that the author studies the nationality policies of the Qing Dynasty not only by classifying them into different categories, bur by making qualitative comments on the interior continuity and regularity of them and expressing new ideas towards these issues. As regards the reseaching method, the author attempts to apply the theories of ethnology and sociology to his reseach, which is of foresight and sagacity, especially in the study of nationality policy. The book, nevertheless, has its ohe deficiencies, such as disequilibrium in the study of different regions in northwest and deficient exploration of some important policies（as the system of minorrty hereditary headman）.
