摘要
政治腐败不利于我国的现代化建设和社会主义和谐社会的构建,但我们不能仅仅把腐败等同于国家公职人员为个人利益而滥用公共权力和资源的行为。除此之外,作为非国家公职人员的社会公众也同样存在着腐败现象。本文是在承认公众腐败客观存在的基础上,进一步探讨其给政治腐败带来的影响,并指出公众腐败在某种程度上诱导了政治腐败的产生,进而提出了一些反腐败的策略。
Political corruption is harmful to the construction of our modernization and harmonious society. We cannot only regard the corruption as government employees＇ behavior to abuse their powers and resources for private profits. There exists the phenomenon of corruption in the social public of non-govemmental employees. The aim of this paper is to point out the objective base of public corruption and further discuss its influences upon political corruption. This paper concludes that to some extent the public corruption is the cause of political corruption. Some measures against the corruption are also suggested.
