This paper gives an account of a concept of the subtropical botanical garden on Fulian Mountain, namely, trying to break traditional frame in the planning of the botanical garden, at the same time of its keeping scientific features, to emphasize the exhibition of plant landscapes and the development of forest tourism and cultural tourism, and to combine functions of a modern botanical garden, environmental characters of the site with the local special culture in order to develop unique and region-featured plants and show the charm of forest tourism and cultural tourism.
