摘要
针对目前油气资源管理中存在的诸如登记项目深浅不分、零散井开采、储量有偿使用及＂盗采＂、监管不严、监督网络未形成、目前法规条文中无技术监督条文造成油气资源浪费等问题，从地方立法角度提出了包括四川地方开发利用油气资源、合资合作、地方天然气并入输气管网、油气田设施保护、油气田开采技术水平、对外合资合作等六个方面的法规建议。
Aimed at the wasting of hydrocarbon resources caused by sporadic development,non-gratuitous usage of reserves, steal production, no effective management,un forming of supervision system, and no supervisory articles in present laws and regulations, suggestions about developing hydrocarbon resources in Sichuan,joint and cooperative business operation, incorporating local natural gas into the gas transportation system,the protection of oil-gas fields facilities, technical level of oil-gas fields development, external joint and cooperation are put forward to solve the problems.
