建设一支高素质的基层民警队伍,是做好新时期公安基层基础工作的根本保证。为切实排除新形势下阻碍公安基层队伍整体跃升和发展的滞后因素和瓶颈因素,我们应开展以“建好基本队伍, 搞好基本教育,落实基本管理,强化基本监督,完善基本设施”为主要内容的“基础工程”建设,扎实推进基层队伍基础建设。

To construct a contingent of police in grass roots with high qualities is the essential guarantee to do the basal public security work well in new periods. In order to get rid of the behindhand and bottleneck factors that hinder the development of public security contingents in grass roots as a whole, we should develop the basic project construction, whose main contents are constructing basic contingents well, doing basic education well, carrying out basic management, strengthening basic superintendence and perfecting basic institutions. Only in this way can we push the basic construction of the contingents grass roots solidly.
