高校学习能力是国家学习能力的重要组成部分，加强高校学习能力建设是社会发展的必然要求。高校学习能力包括个人和组织两个方面，由个体学习的基础设施、学习成就动机、鼓励学习的制度、高校学习氛围4个要素构成。加强高校学习能力建设，重点在于增加对学习能力建设的投资，营造提高学习能力建设的宏观环境，吸引高层次人才和滞留海外的优秀留学生。

Learning ability of higher education institution is important composition of national learning ability,and the reinforcement of it is necessary requirement of social development.The learning ability of higher education institution comprise of two aspects and four elements,the former are individual and organization,and the later are basic infrastructure of individual learning,achievement motivation of learning,system for encouraging learning and learning atmosphere.To strengthen the construction of learning ability,the em- phasis lies in increasing investment on the construction of learning ability,building macro-environment for enhancing the construction of learning ability,attracting high-level talents and excellent students abroad.
