Discussed that electric power enterprise should firstly choose the business provider who would be suitable for his own business development requirement to vindicate his benefits according to the operational characteristics provided by different network operators and the market attributes when electric power communication network was interconnected with the public telephone network. According to the features of enterprise phones, i.e. double functional attributes （ private network attribute and public network attribute） discussed some technical and difficult problems encountered during the process of interconnecting between electrical private communication network and the public telecommunication network.
