构建和谐社会中公安机关警察权力的运行

On Operation of Police Power of Public Security in the Harmonious Society

在社会主义和谐社会中,公安机关警察权力的运行必须符合“严格、公正、文明”的要求,而当前不同程度存在着警察权力被滥用、权力指向异化、公民滥用对警察行为投诉权以及民警正常执法活动保障机制缺失等现象。欲从根本上解决上述状况,必须加强有关警察权力的立法工作,改革现行的警察领导管理体制,建立科学的公民投诉处理机制以及完善警察权力监督制约机制和执法维权保障机制。

In the harmonious socialist society, the operation of police power of public security must comply with the requirements of ＂strictness, justice and civilization＂. The current society, however, is bothered by the following situations to some extent ： abuse and abnormal appointment of the police power; overstated right to complain by citizens to police behaviors and devoid of mechanism of protecting law enforcement. To fundamentally solve these problems, one ought to strengthen drafting the bill with respect to police power; reform the current leadership management mechanism of police power ; establish scientific mechanism of handling citizens＇ complaints and perfect supervision mechanism of police power and protection mechanism of law enforcement.
