立法后评估是整个法治建设过程中的一个极其重要的环节,建立和完善立法后评估制度有利于减少制定成本高、实施成本高、监督成本高和社会效益差的“劣法”。杜绝搞形象工程式的无任何实际意义的“观赏性立法”。笔者认为立法后评估应当成为一项重要的立法制度。

It is a much important key to assessment after legislation during the overall construction of the government by law. The establishment and improvement of assessment system after legislation wiU be helpful to reduce the bad law with high cost of building, performance, supervision and low social efficiency. It should be forbidden to legislate exuberantly without meaning in reality. As a result, the assessment after legislation is about to become an important legislation system in our country.
