论原产地规则在中国的完善及应用

On Perfection and Application of Origin Rules

原产地规则最初产生于国别贸易统计的需要,但现在原产地规则不仅已成为各国一项重要的贸易管理制度,而且还越来越多地用于国内产业的保护。原产地规则已从单纯的海关技术性问题变成各国实施其贸易政策的有力工具,在一定程度上已经变成非关税壁垒措施之一。由此,不难看出,原产地规则在国际经贸领域发挥着越来越重要的作用。因此,我们有必要加强对原产地规则的研究,完善原产地规则的立法,充分利用原产地规则以维护我国的经济权益。

Origin rules originated from the demand of trade statistics of various countries, now a days the rules can＇ t only become an important trade administration system for a single country but also they are used to protect domestic industry increasingly. Worldwide, all countries have made them as tools for carrying out their trade po- lices,to a extend;they have used them as one of the measures for non tariff barrier. So we can see that the rules are increasingly playing an important role in the field of international trade and we must enhence the study of them and better protect China＇s econemic interests by using them.
