山西省建立循环经济体系的理论思考

Theoretical Reflection on Building up Cycling Economic System in Shanxi Province

循环经济作为一种新的经济增长方式,通过利用自然生态系统物质循环和能量流动规律,合理利用自然资源和环境容量,重新构筑生产流程,实现资源的低投入和高利用,减少生产加工和消费过程中的废物产出,从而达到降低地区资源消耗与环境污染的压力。本文拟从分析这种生产组织模式与传统经济的比较分析及其崭新特征,对山西采用循环经济生产模式,建立循环经济体系等方面进行探讨,以期寻求山西经济的可持续发展之路。

Being a new way of economic growth, cycling economy can reduce waste in the process of manufacturing and consuming and can ease pressures between resource consuming and environmental pollution by rationally using natural resource and environmental capacity. The paper makes a comparetive analysise between productive organization pattern and conventional economy and makes a study of adopting and establishing cycling economy system through which shanxi＇s economy can find a sustainable development approach.
