Analysis of Improving the Grass-roots Monitoring Abilinty

分析了当前基层环境监测能力建设的存在问题，针对环境管理对环境监测提出的越来越高的要求．提出环保部门要争取财政支持、强化人员培训、抓好在线监测、加强应急监测，以加快实现能力建设目标。

It analyzed the existed problemes in the construction of the current grass-roots environment monitoring ability. According to the more and more high request from environment management aiming at environment monitor, put forward methods to improve monitoring ability, which was enlisting the support of the public finance enhancing individual training, grasping on-line monitoring and strengthening emergency monitoring.
