突发公共卫生事件处置工作规范化的人力配置研究

Rational distribution of human resources dealing with public health emergencies in China

目的明确我国地、县级疾病预防控制中心突发公共卫生事件处置工作人力配置需要。方法选择5个市级机构和6个县级机构按照工作规范进行模拟运作,并记录消耗的时间,运用“标杆管理”思想来测算所需人力。结果全国市级机构突发公共卫生事件人力配置需要模拟测算为2 036人;县级机构需要6 725人。

Objective The municipal and county CDCs need different amount of manpower to fullfil the tasks in coping with public health emergency, this paper aimed at the rational distribution for different demands. Methods 5 municipal and 6 county organizations were selected as the simulation units according to the new standard, recording the time consumed, handling the concepts of ＂benchmark management＂ to measure the manpower demand. Results The municipal CDCs need 2 036 professionals, while at county CDC level, 6 725 professionals are needed to deal with the public emergency events.
