In 1987 five international practices were invited to participate in a competition to prepare a proposal for a large site alongside St Paul' s Cathedral in the City of London. Arup Associates were the winners and were appointed in October 1987 to prepare a master plan. The site, known as Paternoster Square because of its historical links with and proximity to St Paul' s Cathedral, had been redeveloped after the damage of World War Ⅱ; however, the office blocks were now considered inadequate for current requirements and were felt to be inappropriately sited. Not only were the blocks unrelated to the cathedral, but the shops were of a poor quality and the public spaces on the site were bleak and uninviting.
