A Second Thought on the System of Planned Allocation of Resources

计划配置是资源配置的一种手段，它不是市场配置的替代形式，而是对市场配置后的再调节。现实中，计划配置存在两种不同的方式：实物配置方式和价值配置方式。实物配置的不足表现在它企图取代经济结构中的基础性的市场配置，却又不具备市场配置的竞争价格功能，从而影响了经济的合理发展；价值配置则是以市场配置为基础，它本身的发育就来自于市场的发展，因而它能在市场的基础上有效地发挥它特有的调节功能，促进经济的合理发展。

While price allocation is based on the market allocation, whose development stems from the development of the market. So it can give full play to its special adjusting function on the basis of the market, thus promoting the rational economic development .
