浅议清末新政时期禁毒的举措与成效

On the Anti-drug Movement during the New Deal Period of Late Qing Dynasty

20世纪初,清政府抓住有利的国内、国际形势,于1906年制定“十年禁毒”计划作为其新政的一部分,开展了轰轰烈烈的禁毒运动。该文研究了清朝末年烟毒的泛滥及政府的禁毒措施,总结了其经验和教训。

Taking advantage of the favorable situations home and abroed at the beginning og the 20th century,the government of Qing Dynasty drew up＂Ten-year Anti-drug Program＂in 1906 as part of its new deal.Thus,an anti-drug movement was laurched in an all-around way througout the county,Through the study on drug-abuse phenomena and the measures taken by the govemment,this paper makes a conclusion on the experience and lesson from the anti-drug movement.
