摘要
突发公共事件中需要动用行政紧急权力去控制和消除危机,但也可能对公民权利造成冲击,为此需要对突发公共事件中的公民权利进行界定,明确界限,建立程序制度保障和救济机制,寻求突发公共事件中行政紧急权力与公民权利保护的平衡。
The administration emergency powers are needed to control and dispel the crisis,but it can shake citizen＇s rights,so to define the citizen＇s right in the sudden changes, to draw distinction, to establish the guarantee systems of procedure and relief mechanism are necessary so as to seek the balance between the administration emergency powers and citizen＇s right protection in the sudden occurrences.
