贫困地区建立新型农村合作医疗制度的探索

农村医疗保障制度不仅关系到保护农民健康,而且与农村的贫困有着密切的关系。解决贫困地区农村人口因病致贫、因病返贫的关键在于农村合作医疗制度的创新。安徽省霍山县中荷扶贫项目在进行卫生扶贫的实践中,通过建立农村合作医疗保险制度,同时培训农村医生、增添医疗设备以改善农村医疗条件,并对筹资标准、管理体系、监督机制等方面都进行了可贵的探索,收到了明显的成效,其经验为贫困地区建立新型农村合作医疗制度提供了有益的借鉴和启示。

The rural medical care system is not only related to the protection of peasants＇ health, but also the rural poverty closely. In impoverished area, the key to solve the peasants＇ poverty caused by illness and returned by illness lies in the innovation of rural cooperative medical service. In Huoshan, Anhui, Chinese-Dutch Poverty Alleviation Project has received the obvious results in practice by establishing medical insurance system for rural poor people, by training rural doctor, increasing medical equipments and improving medical conditions and so on. What it has done provides a helpful reference and inspiration for the other poor region in china.
