摘要
人才安全是党的执政安全体系中最本质的安全问题。十一届三中全会以来,我国人才建设成绩斐然。但目前人才安全状况仍不容乐观:一是人才总量相对偏小不能完全适应社会发展的要求;二是人才观念滞后、体制不健全,限制了人才作用的发挥;三是人才资源外流严重,削弱了我国人才队伍的实力;四是投入不足,后续人才培养乏力。强化人才安全,一是要提高人才培养能力,保障人才的供给安全;二是要加强高层次专门人才队伍建设,保障人才队伍质量安全;三是要完善人才吸引和使用机制,保障人才效能安全;四是要推进人才队伍建设法律化,保障人才流动安全;五是要健全人才工作领导机制,保障人才工作方向安全。
Safety of talent resources is the essential safety in the system of CPC. power. We have made great achievements in talent cultivation, but today our country is still facing a bad situation in safety of talent resources. The total amount of talents is comparatively small, which cannot completely fit for the demand of social development ; Talent conception is out of date, which cannot bring the talents into full play; Brain drain seriously decreases the actual strength of talents ; The poor investment restricts the cultivation of the follow - up talents. So we must attempt to solve the problems in safety of talent provision, talent quality, talent use, talent redeployment and talent orientation.
