社会信任结构的基本构架依托社会组织体系形成,是一个有着众多子系统和分层结构的大体系。调查发现,当今社会正面临全面的信用及信任危机。社会变迁带来的暂时制度缺陷、社会转型期呈现的多元价值、市场经济形成的非诚信空间等因素均与信用缺失有关,个人利益受损、个人情感受伤、个人人格因素均可能导致民众的非信任心理。社会信用体系建设是一项系统工程,要建立全方位的信用体系,必须坚持上下结合、内外结合、各部门通力合作的原则。
