以科学发展观为指导,分析了祁连山自然保护区科学发展的重大意义和当前所面临的形势,提出祁连山保护区科学发展的主要策略:一是加强宣传教育,不断增强生态道德观念和自然保护法律意识;二是加强组织领导,落实各级政府和主管部门的职责;三是依法治林,建立保障保护区的法制体系;四是加强科研培训,实施人才强区和科技兴区战略;五是建立多元资金投入渠道,加大保护区建设投入;六是大力发展林业产业,增强保护区发展实力;实施项目带动,推动保护区生态建设跨越式发展。

With scientific developing viewpoint as to guide, analyzed the important meaning of science development and the current situation faced in Qilian Mountain nature reserve. At the same time, put forward its main countermeasures of science development following as： Firstly, to strengthen the publicity education, strengthen the ecoystem moral concept and the nature protection law consciousness continuously; secondly, to enhance the organization leadership and the responsibility of all levels government and supervisor department; Thirdly, to treat woods by law, build up the legal system that guarantees the nature reserve; fourthly, to reinforce the research training, carry out the strategy of boosting up nature reserve by talented person and flourishing it by science and technology; fifthly, to build up the diverse funds investment channel and enlarge the construction investment in nature reserve; lastly, to develop the forestry industry strongly and intensify the nature reserve development strength; to implement the developmental way of driven by program, push the over-span development of nature reserve ecoystem construction.
