摘要 建设项目环境影响评价,是中国环境保护法律规定的一项基本制度:它要求投资者对拟建设的项目实施之後可能造成的环境影响预先进行分析、预测和评估,提出预防或者减轻不良环境影响的对策和措施,并报经环保部门审批。为此,国家先後制定了《环境影响评价法》、《建设项目环境保护管理条例》和相关规章及技术导则。充分了解中国的环境影响评价制度对投资决策人是大有裨益的。 The environment impact assessment (EIA) of a construction project is a basic system prescribed by the environmental protection law of China, requiring the investors to analyze, forecast and assess beforehand the effects on the environment of the implementation of a construction project, propose the policies and measures for avoiding or reducing the adverse effects on the environment, and submit them to the environmental protection authorities for examination and approval. To this end, China has enacted the Law o17 Environmental lmpact Assessment, Administrative Regulations on Environmental Protection for Construction Projects, and related administrative rules and technical guidance. The investment decision makers will benefit a lot from a full understanding of the EIA system in China.
