摘要
在中共中央、国务院的正确领导下，我国已经顺利实施了“四五”普法规划，以宪法为核心的法律知识得到较为广泛的普及，人民群众的法律意识和法律素质明显提高；依法治理工作深入开展，各项事业的法治化管理水平逐步提高，法制宣传教育在实施依法治国基本方略、构建社会主义和谐社会中发挥了重要作用。大力开展法制宣传教育，对於保障“十一五”规划的顺利实施和全面建设小康社会宏伟目标的实现，具有十分重要的意义。为适应新形势新任务对法制宣传教育工作提出的新要求，特制定本规划。
Under the correct leadership of the Central Committee of the Communist Party of China （CPC） and the State Council, China has smoothly implemented the 4^th program for disseminating legal knowledge. Legal knowledge with the Constitution at the core has been disseminated relatively extensively. Public awareness about law has obviously increased while the legal quality of the people has markedly improved. The work of comprehensive control by law has been conducted in an in-depth way. The management of all undertakings in accordance with law has been gradually promoted to higher levels. Legal publicity and education has played an important role in the implementation of the basic policy of governing China by law and in the development of a harmonious society in China.
