近年来,我国安全生产监督管理工作随着安全生产事故的频发不断加强,安全生产形势随之略有好转。但是,从总体上看,安全生产形势的缓慢好转似乎与安全生产监督管理被给予的重视和执法力度并不成比例,效果并不尽如人意。我国转轨时期的特殊性决定了安全生产形势和管理工作既有当前的独到特点,又与各种历史、现实因素有着密切的联系,从而也决定了安全生产监督管理工作必须针对当前实际情况,从事故现象背后的深层次原因去剖析,寻找解决安全生产问题的治本之策。
