Market Failure and Government Failure in AVS Standard Setting:——A Study based on Policy Process & Instruments Framework

随着全球化的发展与科学技术的进步,技术标准越来越受到各国政府的重视和大力支持。本文基于文献综述,以中国AVS标准制定过程为例,通过引入政策"过程—工具"分析框架,详尽分析了AVS标准制定过程中存在的市场和政府"双失灵"现象。指出在标准的制定过程中,应该协调市场与政府二者之间的关系,政府应该做到有所为与有所不为。

The importance of technology standards is becoming a cause for concern nowadays. This paper analyzes market failure and government failure in AVS standard setting process, an important but less - explored issue. The approach adopted extensively is called policy process ＆ instruments analysis framework that combines theories of policy process and policy instruments. The study we have performed shows that it is important to coordinate markets with government in standards setting process for both market failure and government failure that exist. Redefining functions of markets and government in standards setting is essential not only for Chinese government, but also for others.
