从提高科技财政支出的总量、体现科技投入效率和兼顾区域均衡发展的理念出发,引入技术市场成交额和发展成本差异指数等变量,运用回归分析和因素分析结合法重新构建了地方政府科技标准财政支出的测算方法。

Based on the idea of increasing the gross financial expenditure on science and technology and of revealing its investment efficiency and a balanced regional development as well as the variables of the technical market and the difference index of developmental cost, the regression - factor analysis is used to reconstruct the new estimation method for calculating the standard fiscal expenditure on science and technology by the local governments.
