国有医院管理体制改革的关键是在医院构建一个决策民主、多方参与、自我约束机制健全、监督有效的决策层,政府通过对医院决策层的控制实施有效管理,确保医院按政府制订的目标运作,真正承担起宪法赋予政府对国民生命与健康保障的责任。
The state hospital reform was focused on building a democratic decision, joint participation, self-constraint mechanism and effective inspection decision-making team. By controlling the hospital decision team, the government could attain the hospital's effective governance and make the hospital operated with the government's goal to response the duty of securing the citizen's life and health.
