摘要
针对有学者提出的低龄退休有利于青年就业的说法,在对当前青年失业现象作具体分析后认为,就目前而言,结构性矛盾是青年失业的主因之一,退休年龄高低与青年就业率高低之间不存在高度的负相关性,劳动力市场上也不存在老年人与青年人就业之间的绝对替代关系,因此低龄退休并不能有效解决青年就业问题。解决青年就业问题关键在于针对市场需要培养青年人才,引导青年人才流动,形成劳动力培养和流动的市场取向,充分消化现有的就业容量,减少结构性失业,而不是一味减少劳动力供给。
Some scholars think that retiring at low age will do favor to the employment of the young. But the author believes that in the present situation, the structural contradiction is one of principal factors concerning the youth unemployed. There's no high negative correlation between retirement age and youth employment rate, and no absolute substitute in the labor market between senior citizen and the young people. The key solutions are to train the talented youth according to the market requirement and guide them to flow rationally so as to form market orientation of training and moving the labor force, to digest fully the existing employment capacity, to reduce the structural unemployment.
