摘要
本文首先分析了我国目前海洋管理体制的主要弊端,在此基础上提出了我国海洋管理体制改革的具体方向和目标模式——建立海洋综合协调管理系统。
Based on the analysis on the disadvantages of current marine management system in our country, the essay puts forward the direction and orientation model of the reform of the marine management system.
