摘要
准市政公共产品价格具有同一性、垄断性及私人产品的一般价格特性。在民营化过程中,为克服传统定价机制存在的弊端和解决民营化市场失灵问题,需要根据产品的价格特性构建一种以市场为基础,由政府引导和调控的定价机制。新的定价机制在制度基础上区别于传统机制,并要达到控制垄断收益、防止无效率进入和设计有效价格结构三个基本目标。
The quasi -public products are of the identities, the sameness, monopolization, as well as the common characteristics of private product's price. The traditional pricing mechanism has abuses. At the same time the market would not work properly after public - private partnership. In order to conquer the two above - mentioned problems, we should establish the new pricing mechanism. In the new pricing mechanism, the market is the foundation and the government's function is guiding and adjusting. The new pricing mechanism is different from the traditional one on the system basis. And basic goals of the new one are controlling high price in monopoly, preventing inefficient entering and designing effective price structure.
