摘要
在高校引进人员中实行人事代理制度是高校人事管理的创新,对于激活用人机制、提高人员素质、促进学校发展具有重要意义。“铁饭碗”思想、人事代理人员与非人事代理人员各方面待遇的差异等因素阻碍着人事代理制度的推广。应提高对人事代理工作重要性的认识,加强人事工作队伍建设,提高人事代理工作水平,加强配套措施改革,完善社会保障体系,稳步推进高校引进人才人事代理工作。
Personnel agency is innovation of the personnel management. This personnel system shows the immense effect on improvement of stuff and development of university. Rigid think and the difference of treatment about a person with personnel agency whether or not are the main obstacles in extending personnel agency system. Improving wnderstonding, enhancing personnel work power, raising level of personnel work, strengthening reform on personnel system and perfecting social security system are the key measures for personnel agency work of university.
