论行政权力运行机制中存在的问题与对策

Problem in the System of Enforcing Administrative Power and Its Solution

建立“结构合理、配置科学、程序严密、制约有效”的权力运行机制是行政体制改革的目标要求。行政权责相脱节、行政权力利益化、行政运行高成本和行政权力监督虚泛化,是当前我国行政体制改革滞后在权力问题上的四种突出表现。深化行政管理体制改革,必须坚持市场化取向,促进国家权力向社会回归;规范工资福利制度,消除权力失范的经济根源;加强干部选拔任用的监督管理,加大行政问责力度;加快行政法制建设进程,提高权力运行的法制化水平。

It is the basic requirement of the administrative system reform to set up a power enforcing system with proper structure, scientific disposition, strict procedure and efficient supervision.The main problems existing in the present administrative system reform include the out of joint of power with responsibility,the personal interests-oriented enforcement of power,the high cost of power enforcement and the lack of supervision. Some important steps should be taken to further deepen the administrative system reform. Firstly, the reform should be made market-oriented to turn the political power back to the society; secondly, the payment and welfare system should be improved to eliminate the economic cause for improper power enforcement;thirdly,the officials appointing system should be well supervised to strengthen responsibility investigation; finally, the administrative law system should be perfected to ensure governing by law.
