Transformation of the Legitimacy of Governing a Country and the Choice of Paths

党的执政地位不是与生俱来的,也不是一劳永逸的。任何政党在掌握国家政权后,必须寻求自己执政的合理空间和基本资源,而合法性是政党执政的重要资源。当前社会转型带来社会结构变迁,社会利益关系复杂化、多样化,传统的合法性资源在流失、淡化;政治生活中的腐败现象的滋生蔓延,政绩合法性带来新的风险,这些都给我党执政合法性带来严峻挑战。为应对这些挑战要实现由意识形态型向经济绩效型,传统型、个人魅力型向法理型,传统的善政向现代的善治的转变。

The CPC＇ s position of goveming a country is neither inherent nor done once and forever. Any political party must seek for reasonable space and basic resources for governing the country after it comes into power, while legitimacy is the important resource for a political party to govem a country. The present social transformation brings about the transformation of social structures. The complexity and diversity of the social interest relationships, the loss and weakening of traditional legitimacy resources, the appearance and spreading of political corruptions, and the new risks brought up with governing performance legitimacy poses austere challenges to the legitimacy of CPC. To answer these challenges, it is necessary to realize the transformation from ideological type to economic performance one, from traditional type and charisma type to role-by-law type, and from traditional good politics to good govemance.
