加强基层民主建设 构建和谐社会——从村民委员会选举制度拓展到乡镇长选举制度改革的尝试

Strengthening Democracy Construction at Grass-roots Level to Construct a Harmonious Society——attempt to extend the electing system for villagers' committee to the reform of the electing system for head of township

和谐社会是执政者治国的一个目标,历来就有“和为贵”,“内睦者家道昌,外睦者人事济”,“政通人和”,“亲仁善邻,国之宝也”之说。社会主义应当是一种和谐的社会形态和制度,但是事实上这种和谐社会不是与生俱来的,需要建设。就此,从微观的角度,围绕农村基层民主中的村委会选举制度及乡镇长选举制度的改革对构建和谐社会进行了思考。

A harmonious society is the objective of the government of a country. There are such sayings as ＂Peace is Precious＂, ＂Harmony in Family Leads to Prosperity Family and Harmony with People outside Leads to Many Friends＂, ＂Logical Administration and Harmonious People＂, and ＂It is a country＇s treasure to have goodwill between countries＂. Socialism must be a harmonious social form and system but it is not inherent and needs constructing. From a microscopic perspective, this paper carries out thinking based on the reforms of the electing systems for villagers＇ committee and for head of township.
