On the Fairness in Income Distribution and the Fairness of Human Capital Investment

公平收入分配与人力资本投资是当前所共同关注的两大问题。通过研究两者之间的关系,指出要公平获得人力资本投资收益,应当以社会公平收入分配为基础。国家应当承担在教育投资、信贷支持以及社会保障等方面的责任。

Fair income distribution and fair human capital investment are two hot issues. By analyzing their relationship, this paper points out that gaining fair return from human capital investment should be based on fair social income distribution and the country should undertake the respensibility for investment in education, credit support and social security.
