高校院(系)党建和思想政治工作要以科学发展观为指导,以人为本作为工作的出发点和落脚点,把发展作为工作的中心任务,力争“四个创新”,开创新局面;实现三个转变,提高党员干部水平;注重“两个结合”,开拓工作领域;健全“三种机制”,激发工作活力。

In order to innovate the Party construction work and the ideological and political work at the department level in Chinese universities the guidance of the scientific development concept must be stuck to, taking the ideas of ＂Put the people first＂ as the starting point and standpoint and making the development as the central task. ＂Four innovations＂ must be made to create a new situation and ＂Three transformations＂ must be realized to improve the capacity of the Party cadres. ＂Two combinations＂ should be emphasized to exploit the new work domain, perfect ＂Three mechanism＂ and bring new vigor into the work.
