The Problems and Countermeasures that Administrative Ethic Construction Faces

中国正处在一个由计划经济向市场经济、人治向法治、身分等级社会向公民社会过渡的转型期,这一时期的主要特点是新旧两种社会体制并存,行政伦理存在诸多问题。本文从行政伦理的内涵及其特征入手,结合中国现实,并对中国社会转型时期行政伦理存在的问题及其原因作了分析,提出了相应的对策。

China is advancing from plan economy to market economy, from rule by man to rule by law, from identity hierarchy society to civil society, which is characteristic of the existing of old and new systems and many problems in administrative ethic. This paper, according to the connotation and features of administrative ethic, analyzes the existing problems and their causes of appearance and comes up with the corresponding countermeasures.
