摘要
建立排岩收费费率计算总体模型,将排岩收费费率分为基准费率和级差费率两部分;以排岩占地面积为收费因子,综合考虑矿山的特点、通货膨胀、资金的时间价值等各种因素,以优先确定环境质量目标、实行差别费率、费率的制定与矿山的地质采矿条件相结合、费率调整与其它调整价格的手段相结合、鼓励原材料进口而限制出口为原则,建立矿山排岩收费的基准费率模型,包括排岩收费基准费率静态模型、排岩收费基准费率动态均衡模型、提前实施土地复垦的递进费率模型、分阶段实施土地复垦的分段模型等,并以白云鄂博铁矿为例进行了实证研究.研究结果表明,该收费模式有效地解决了物价上涨与固定费率之间的矛盾,有利于建立起一个具有政策延续性的排污收费政策.
A general model was constructed to calculate the charge rate for the waste rock including the basic charge rate and the vary charge rate. Taking the acreage occupied by the - waste rock as charge gene, and synthetically considering the character of the mine, the inflation and the time value of the fund, the models of standard rate for the waste rock was constructed on the principles of giving priority to the environmental quality object, carrying out differential rate, combining the characters of the geology and mining to calculate the rate, adjusting the rate combined with the other measures adjusting the price, encouraging import rather than export of the raw materials. The models included the static standard rate model, the dynamic equilibrium model, the increasing rate model of implementing land reclamation in advance, the subsection model of actualizing grading land reclamation, etc. The models was verified taking Baiyunebo as an example. The results showed that the charging models resolved the contradiction between the stationary charge rate and the increasing price, and it is propitious to establish a continuity charging policy.
